The Catherine Hinman Memorial Fellowship creates opportunities for graduate students from across the country pursuing public policy careers, with background studies in economics, applied sciences, international affairs, etc., to gain practical experience and grow professional networks in Washington DC. The Fellowship aims to support Fellows (who would not otherwise have the financial means to spend a summer in Washington DC) to showcase technical skills, immerse into federal policy-making and international affairs, and sow seeds of professional growth for years to come.
Back for its second year, the Fellowship will be hosted by the Silverado Policy Accelerator, a think tank focused on American prosperity and global competitiveness through investment in bipartisan economic, strategic, and technological policy solutions. Silverado’s policy areas of focus include trade, industrial security, climate/ecological/economic security, and cybersecurity. Please note: Some Fellows may be offered placements at other DC-based policy organizations with similar areas of policy focus for the summer.
Fellows will be introduced to diverse career pathways, including through networking with DC based professionals from across the U.S. Government, non-profit organizations, business, and academia. At Silverado, Fellows will also work on quick-turn research and writing assignments, contributing directly to meeting the organization’s goals. Each Fellow will be paired with a mentor in their field of interest to guide their success in the Fellowship, including the completion of a final project of practical application (i.e., research supporting the adoption of federal regulation, publication, draft rules or regulations, etc.) that also advances Silverado’s mission and the Fellows’ career aspirations.
Program Details:
- Seminar on policy-making in DC
- Networking with professionals in Government, non-profits, business, and academia
- Ongoing mentoring in the professional field of interest
- In-person full-time work (40hr/week) at Silverado Policy Accelerator
- Research project presented at a capstone event with mentors and friends of Silverado
- 8 to 10 weeks (housing available May 28 to August 5)
Compensation:
- Roundtrip travel expenses paid from anywhere in the United States
- Student housing provided
- $5,000 stipend
- Monthly transportation stipend
Qualifications:
- Must be a U.S. citizen or already possess authorization to work in the United States
- Demonstrated experience or interest in Silverado’s policy areas of focus (trade, industrial security, climate/ecological/economic security, cybersecurity)
- Applicants with demonstrated financial need will be prioritized
- Enrolled Graduate student or undergraduate senior in a 4+1 program
- Interest in policy development and international relations

Fellowship requirements once selected:
- Approved final project proposal not later than May 1, 2024, in order to facilitate mentor match-ups
- Provision of completed IRS I9 form with accompanying documentation
- Compliance with all rules and regulations at the designated housing facility
- 40 hours per week of full-time work while in Washington DC
- Completion of the final project agreed with Silverado staff
- Half of your stipend at the start of the fellowship and the other half upon completion
