Purpose and Description
The Program Officer is responsible for planning and implementing professional programs of study and observation in the United States for U.S. Department of State-sponsored participants in the International Visitor Leadership Program. Programs are developed in a range of subject areas, including: government, politics, media, economics, foreign policy, human rights, women’s issues, the arts, education, law or social issues, among other topics. Each program design incorporates U.S. government goals, the visitors’ objectives, and supplemental research by the Program Officer.
- Establish the concept for each program using guidance provided by the State Department. Determine what is required, balanced and appropriate content, including suitable pacing, and geographic balance in each program’s development.
- Coordinate the development of the program in cooperation with State Department officials, participants, interpreters, and International Visitor Liaisons.
- Oversee and monitor local programs carried out in other cities around the U.S. by members of the Global Ties U.S.
- Maintain open channels of communication during each program with Department of State counterparts, informing them of all significant developments, and communicate with all parties clearly and effectively in spoken and written form.
- Work effectively under the pressure of time constraints and the high visibility of this program.
- Obtain the cooperation or participation of a wide variety of individuals in governmental and private organizations throughout the U.S.
- Conduct basic research to identify relevant resources, contacts, speakers and institutions to fulfill the visitors’ professional themes and goals.
- Arrange a Washington, D.C. schedule of professional appointments and cultural activities.
- Provide local program hosts and professional contacts background information on each visitor, the nature of the desired program, and advice on program development.
- Supervise, work cooperatively and provide guidance and professional counsel to a Program Associate.
- Prepare project outlines and meet all deadlines.
- Monitor all aspects of the grant and insure financial responsibility through close supervision of budgets, expenses and other administrative details.

- Master’s Degree in International Studies or related fields preferred
- Minimum 7 – 10 years of progressive international program management experience
- Familiarity with international exchange program policies and regulations
- Any equivalent combination of training, education, and experience that demonstrates the ability to perform the essential functions of the position

- Computer and database literacy, including Microsoft 365 and Salesforce
